The Centre’s programmes are conceptualized to develop the organizations regional vocation and are aimed at:

  1. Developing a capacity building strategy to increase its impact on democracy and development in all countries in the West African sub-region.
  2. Developing partnerships and building synergy with civil society organizations, regional institutions and development partners in West Africa and beyond. Part of CDD’s core thematic areas of work involves:
  • The advancing of people centered development through raising capacity for MDG’s and gender sensitive performance budgeting .
  • It involves improving the environment and resource governance through advancing capacity to promote transparency, accountability and anti-corruption strategies at the local, national and international levels.
It is with this background that the CDD-EU project was conceived .The project named Strengthening Budget Transparency through People’s Participation sponsored by the European Union is essentially a budget tracking assignment. It seeks to strengthen a demand side of governance through the instrumentation of the budget. Its basic assumption is that the budget can be viewed as a living document representing the wishes and aspirations of the governed. The CDD-EU project also serves as a conscience for Nigerian’s avowed commitment to the Millennium Development Goals especially through the poverty reduction document National Economic Empowerment and Development Strategy (NEEDS). The CDD-EU project commits to monitoring National Economic Empowerment and Development Strategy (NEEDS) and State Economic Empowerment and Development strategy (SEEDS) in the various focal states which are Cross River State(South-South) Osun State( Southwest), and Anambra State (Southeast). The project also covers Jigawa (Northwest), Kano (North central) and Yobe (Northeast). The Centre for Democracy and development is implementing this project with partner organizations based in the focal states. These are Abgremo for development in Cross River State, CIRDDOC in Anambra State, Life Vanguards in Osun state, CRD in Kano State, CITAD in Jigawa, and BOCODEP in Yobe State.
 
History

The Centre for Democracy and Development (CDD) was established in the United Kingdom in 1997 as an independent, not-for-profit, research, training, advocacy and capacity building organization. The purpose was to mobilize global opinion and resources for democratic development and provide an independent space to reflect critically on the challenges posed to democratization and development process in West Africa.

Public Finance watch is Publication of the Centre for democracy and Development with funding from the European Union. It enlightens the public on issues concerning the project. 

The project itself titled strengthening Budget Transparency through Public Participation: Monitoring NEEDS and SEEDS in Nigeria is a project supported by the European Union and implemented by Centre for Democracy and Development in collaboration with other civil society organizations in Cross River,Osun,Anambra,Kano,Yobe and Jigawa states.
